Although there's much more awareness about the debilitating effects of sleep breathing disorders these days, I think the first step in addressing the widespread problem is to have the general public covered for sleep studies.  Even if someone suspected they might have apnea, there's no affordable way to get tested most of the time, even with insurance.  Beyond that, CPAPs aren't always covered either, so the whole process can be way too expensive for a lot of people.
